Brazil Critical Minerals Incentives: What Magnet Buyers Should Watch

Brazil’s Congress has approved a bill to establish a national policy for critical and strategic minerals, according to a September 4 report from Shanghai Metals Market (SMM). The measure still awaits presidential signature, so its final implementation and timing remain subject to the legislative process.

SMM reports that the proposal includes a mineral-activity guarantee fund and tax credits for eligible critical-mineral processing investments. If implemented as described, the policy could make domestic value-add projects more attractive in a country with significant rare-earth resources.

For permanent-magnet buyers and OEM sourcing teams, this is a supply-chain development to monitor rather than a reason to assume immediate additional magnet availability. A policy incentive does not by itself create qualified oxide, alloy, or finished-magnet capacity. Projects still need financing, permitting, technical execution, product qualification, and dependable logistics.

A practical sourcing response is to ask suppliers how they manage multi-origin raw-material risk, specification control, traceability, and inventory planning. For NdFeB magnet programs, technical requirements such as grade, coating, dimensions, magnetic orientation, and validation plan remain the foundation of a resilient procurement decision.
